Gaps in consortia
Organisations that were funded at least twice in the same capability area and never had a participant established in a chosen country. A starting point for finding a partner the established consortia do not yet have.
What this counts
Capability area: the projects of the programme(s) named, narrowed by `topic`, which is the EDF capability category (for example CYBER, GROUND) or the start of a topic code. The data holds no finer taxonomy. Category: the country of establishment of a participant, as the source states it. An organisation is listed when it took part in at least 2 projects of the area and no project of the area it took part in had a participant established in UA. Consortia as such are not listed: the data does not identify a consortium beyond the projects its members share.
33 projects are in this area. 22 organisations were funded 2 or more times in it with no participant from Ukraine.
EDF capability categories in the data, with the number of projects. The codes are those of the Commission’s own file names; the words beside them are our plain reading of the abbreviation, and the EDF work programme is authoritative.

Limits
- No project of this area has a participant established in UA at all, so the list is every organisation funded that often in it, not a gap.
- The EDF factsheets are read by a language model; a participant missed or misplaced would show a gap that is not there.
- Participants are those the source lists for the project today (active); a participant that left is not counted.
- An organisation removed on request is left out of the list but its country still counts as a participant of its projects.
Where this comes from
- CORDIS: EU research projects (Horizon Europe, Horizon 2020, FP7)Last read on . Licence: Commission Decision 2011/833/EU (reuse of Commission documents). Source: CORDIS, European Commission.Participants and amounts as the Commission's CORDIS database states them (reuse under Commission Decision 2011/833/EU).
- European Defence Fund: project factsheets of the call resultsLast read on . Licence: Commission Decision 2011/833/EU (reuse of Commission documents). Source: European Commission, DG DEFIS, EDF results factsheets.European Defence Fund participants are read from the project factsheets that DG DEFIS publishes, by a language model; every name is checked against the factsheet text and a name that is not in it is dropped. The factsheets state no amount per participant.
Organisation-level facts only: a name, a country, a role, an amount, a year. A participant is recognised by its PIC where the source gives one, otherwise by name; the page says which. How the data is built.
